In August 2025, VersaBank told investors its US subsidiary would ask the Office of the Comptroller of the Currency (OCC), the federal regulator of national banks, for a “non-objection” before going commercial. On October 15, 2026, it said the commercial phase had begun. The announcement never mentions the OCC.
VersaBank USA to Issue VUSD, Its Own Tokenized Deposit
VersaBank (TSX: VBNK) (Nasdaq: VBNK) announced on October 15 that it has initiated the commercial phase of its tokenized deposit program in the United States, which it describes as being in full compliance with US federal banking regulations. A tokenized deposit is a conventional bank deposit that is also represented on a blockchain, so it can move like a digital token while still sitting at the issuing bank.
The first piece is issuance. VersaBank USA will issue the bank’s own Real Bank Tokenized Deposits under the brand VUSD. These are US-dollar deposits that pay interest and are eligible for FDIC insurance, the federal program that protects bank deposits up to set limits.
The bank expects VUSD to be the first tokenized deposit available broadly to consumers and businesses of all sizes. That is the company’s own expectation. It plans to list VUSD on popular digital asset exchanges “as soon as feasible,” without naming any exchange or date.
VUSD is not live yet. Founder and President David Taylor said the bank is now moving “in earnest” toward the launch.
How VersaBank Plans to Use the VUSD Deposits
According to the release, VUSD money would initially go into US Treasury bills. Under bank capital rules, T-bills carry a zero percent risk weighting, meaning a bank does not have to hold risk-based capital against them. Taylor said that treatment makes the deposits meaningfully accretive to return on common equity, a company claim that comes with no supporting figures.
After that initial period, the plan shifts. VUSD funding would support growth of the bank’s Structured Receivable Program in the US, the point-of-sale finance funding business it brought to the US market in August 2024. Neither stage came with a deposit target or an income estimate.
There is a second commercial track, and it is aimed at other banks. VersaBank wants to provide its tokenized deposit technology to US community and regional banks that it says are losing deposits to non-bank, blockchain-based alternatives. No licensing customers or signed agreements were disclosed.
One feature is pitched at regulators directly: Taylor said the system can “freeze, seize and burn” tokens that authorities determine are being used for illegal purposes.
The OCC Non-Objection From the 2025 Pilot Goes Unaddressed
The commercial phase follows an internal pilot VersaBank USA launched in August 2025, using US-dollar tokenized deposits it then called USDVBs. The pilot announcement said the subsidiary would seek OCC non-objection before launching commercially and expected the pilot to finish by the end of calendar 2025. The commercial phase arrived more than nine months after that target.
On October 15, Taylor credited “recent certainty” around the bank’s compliance with US banking regulation for issuing its own tokenized deposits. The release does not explain where that certainty came from. It also does not say whether the OCC non-objection was obtained.
No OCC statement on the matter turned up in the sources reviewed. For now, the regulatory footing of the commercial phase rests on VersaBank’s own description of it.
VersaBank Already Issues Roughrider Coin, a Stablecoin
Two weeks before the VUSD announcement, on October 1, VersaBank disclosed that VersaBank USA had partnered with Fiserv, Inc. (Nasdaq: FISV) to serve as issuer of Roughrider Coin, a US dollar-backed stablecoin for Bank of North Dakota, the state-owned bank. A stablecoin is a token built to hold a steady value, usually one dollar, backed by reserve assets rather than being a bank deposit itself. VersaBank handles minting, burning, custody and reserve asset management for the coin.
Roughrider Coin is live. It is designed only for bank-to-bank payments among more than 90 participating North Dakota banks and credit unions, and is the first product on Fiserv’s digital asset platform. No financial terms for VersaBank were disclosed.
Taylor’s October 15 remarks predicted a “rapid migration” from stablecoins to tokenized deposits. VersaBank now has a hand in both.
Versa Bancorp Reorganization Still Needs Federal Reserve Approval
A day before the VUSD release, VersaBank said it had received approval from Canada’s Finance Minister, François-Philippe Champagne, for a reorganization that would make Versa Bancorp, a new Delaware corporation, the direct holding company of the bank. Shareholders approved the plan in September.
That was one of two regulatory approvals required. The other, from the US Federal Reserve Board, is still outstanding, and the bank stated there is no assurance it will arrive in a timely manner or at all. Neither release links the reorganization to the VUSD program.
VBNK: Versa Bancorp Targeted for End of October, VUSD Launch Undated
VersaBank has targeted completion of the Versa Bancorp reorganization by the end of October 2026, subject to Federal Reserve Board approval. The bank has not disclosed a launch date for VUSD. It also has not named the exchanges where it intends to list the token. A Canadian commercial phase has no date either; the bank says it will follow when regulatory and business conditions are conducive.

Editorial Disclosure
This article is based on VersaBank’s October 15, October 14 and October 1, 2026 releases distributed via Newsfile, its August 26, 2025 pilot announcement filed on SEC EDGAR, and third-party market capitalization data. The securities discussed are VersaBank (TSX: VBNK) (Nasdaq: VBNK) and Fiserv, Inc. (Nasdaq: FISV). aktiego.com has not received any compensation from VersaBank, Fiserv, their management, investor relations representatives, or any third party. No staff member or principal of aktiego.com holds a position in either security at the time of publication. Bank of North Dakota is a state-owned bank with no publicly traded shares, and no separate listing for Versa Bancorp was identified in the sources reviewed.
VersaBank’s market capitalization was approximately US$715 million as of October 13, 2026, according to a third-party market data provider rather than a company disclosure. That is larger than the small, micro and nano-cap companies this coverage usually features; it is covered here because no comparable smaller-cap story was found in this coverage window.
The October 15 release attributes the commercial phase to “recent certainty” about the bank’s compliance with US banking regulation and does not identify the source of that certainty. VersaBank’s August 2025 pilot announcement stated that VersaBank USA would seek OCC non-objection before a commercial launch. Confirmation that the non-objection was obtained was not found in the sources reviewed, so the bank’s description of its regulatory standing should be read as its own framing, not a confirmed regulatory position.
VUSD had not launched as of the article date. No issuance volume, deposit balances, revenue or income contribution, licensing customers, or exchange listings have been disclosed. Statements that VUSD will be the first broadly available tokenized deposit, that it will supply inexpensive deposits accretive to return on common equity, and that users will migrate from stablecoins are forward-looking claims by the company. None is guaranteed. FDIC insurance eligibility is subject to applicable coverage limits and conditions.
The Versa Bancorp reorganization had not closed as of the article date. It remains subject to Federal Reserve Board approval, which the bank has said may not be received in a timely manner, if at all, and the end-of-October 2026 completion date is a company target. VersaBank’s role as issuer of Roughrider Coin was announced October 1, 2026, with no financial terms disclosed. Stablecoins and tokenized deposits involve technology, custody, cybersecurity and regulatory risks.
