America has exactly one state-owned bank. It was chartered in 1919, and it now settles payments between local lenders using a stablecoin. A Canadian bank’s U.S. arm mints every coin. In Washington, the CFTC started writing crypto trading rules without waiting for Congress.
VersaBank Becomes Issuer of Bank of North Dakota’s Roughrider Coin
VersaBank (TSX: VBNK; Nasdaq: VBNK) announced on October 1 that it is the issuer of Roughrider Coin, the Bank of North Dakota’s dollar-backed stablecoin. Its U.S. subsidiary, VersaBank USA, N.A., handles minting, burning, custody and reserve asset management.
Fiserv built the platform the coin runs on. Roughrider is that platform’s first live product, with Solana and Fireblocks also in the stack.
The use case is narrow on purpose. Roughrider moves money bank-to-bank only, across more than 90 participating North Dakota banks and credit unions.
The release discloses no financial terms.
SonicStrategy Closes C$2.25 Million Raise Paid Entirely in SYN Tokens
SonicStrategy Inc. (CSE: SONI; OTCQB: SONIF) closed the first tranche of its private placement on October 8 and received no cash for it. The company issued 11,250,000 shares at C$0.20 and took 7,922,535 SYN tokens as payment.
Each token was credited at US$0.20. SYN’s volume-weighted average price on Binance from September 28 to October 7 was about US$0.1849, per the same release. That puts the credit roughly 8% above recent trading.
The new shares equal about 18% of the 60,870,466 now outstanding. They are locked until February 9, 2027. A cash tranche of up to 11.25 million units at C$0.20 is still open, each unit carrying half a warrant exercisable at C$0.25. The company says there is no assurance it closes, and the first tranche still needs final CSE acceptance.
SYN belongs to the Synapse ecosystem, which is building Hypercall, an on-chain options platform. SonicStrategy already bought 500,000 SYN on September 23 and another 260,000 on September 24, both on the open market.
CFTC Proposes Regulation CAM for Leveraged Retail Crypto Trading
The Commodity Futures Trading Commission opened public comment on October 5 on two frameworks, Regulation CTX and Regulation CAM. CAM would create a “crypto asset market” category inside designated contract market registration, the CFTC’s designation for regulated futures exchanges, built for platforms offering leveraged, margined or financed crypto trades to retail customers.
It is an advance notice. No rule exists yet, and comment runs for 60 days.
Unlike the CLARITY Act, the framework would not require crypto to trade on CFTC-registered platforms. That bill stalled on September 15 when the Senate failed a cloture vote 49 to 50. House Financial Services Chair French Hill said on October 7 that regulator action falls short of the bill and that he still hopes to pass it in the lame-duck session.
